I periodically remind people of a couple of venues for work in the philosophy of neuroscience:The Synthese Topical Collection on Neuroscience and Its Philosophy. The deadline is purely nominal; submissions are processed as they come in and published online shortly after acceptance. To be considered, you need to submit to Synthese and select the appropriate option in the initial drop down menu.
The Springer book series Studies in Brain and Mind. The series is especially interested in (excellent) work by authors that are underrepresented in the profession, such as women, other minorities, and academics from non-western countries. You can submit proposals and manuscripts directly to the editor-in-chief, Gualtiero Piccinini.
